Judith Rinearson is an attorney who is a recognized authority in the laws of prepaid cards and emerging payment products. As a Partner at the global law firm Bryan Cave LLP, Judie leads the firm’s Payments Group which covers the full gamut of payment products, from checks and money orders, to credit, debit, and prepaid payments. With respect to prepaid and emerging payments, Judie advises both bank and non-bank clients in all aspects of launching and managing a range of open and closed loop prepaid products, covering all legal areas such as the federal CARD Act, CFPB, the "Durbin Amendment", and FinCEN regulations as well as state consumer protection, money transmitter licensing, and abandoned property laws. She chairs the Government Relations Working Group for the Network Branded Prepaid Card Association, and was awarded an Industry Achievement award at the 2008 Prepaid Expo for her long support of the prepaid card industry.
